After identifying the urgent needs of Duc Pho District and receiving support from the People's Committee of Quang Ngai Province and the Ministry of Transport, Thien Tan Group and Transport Engineering Design Inc. No. 5 (TEDI 5) conducted research and submitted a proposal to the provincial authorities, recommending that the Ministry of Transport include this bypass in the National Highway 1A transportation planning.

The primary goal of this bypass was to minimize the serious traffic accidents that frequently occurred in Duc Pho Town at that time. Additionally, this project played a significant role in helping Duc Pho Town meet the necessary criteria to be elevated to town status (thị xã) by 2015.
The toll station was built synchronously according to international standards for single-stop toll collection, featuring a beautiful landscape. Despite being in operation for many years, the toll station has never caused traffic congestion, ensuring smooth and continuous operations at all times.
The toll plaza gate is modeled after the iconic image of "An Mountain and Tra River," the most famous landmark of Quang Ngai province. Through this design, the investor aims to introduce this scenic beauty to many domestic travelers and especially to international friends and tourists.
