The Upgrade and expand National Road 1A Project through Quang Ngai is constructing by BOT fund, total length is 29/71 km, through 3 districts: Tu Nghia, Mo Duc and Duc Pho. In which, TIC took over 27 km, with a total investment of 2.200 billion VND. At this time, TIC has completed gravels for 23 km; basically complete 154 sewers, 10 bridges in precast piles stage, expected to complete in April – 2015.

Just recently, due to some reasons, the construction was quite slow. There was rumors TIC doesn’t have ability. So, TIC can’t meet the complete schedule in 2015 committed with Ministry of Transportation.
Mr.Huynh Kim Lap – Chairman of Board TIC, said: Despite assigned as contractor but TIC has proven and subject to inspection from authorities of Ministry of Transportation to be the Owner and Construction. Beside loan, TIC must have reciprocal capital of 300 billion VND. He also heardthe rumor about the lacking of ability…
“At this time, compensation and clearance is too much, while lacking of officers and staffs. We can’t implement with out land handover. However, with supports from authorities, many of struggles was solved, the construction process was speed up many times. If we don’t have ability, how can TIC handles that much works” – Mr.Lap said.
He also shared: There are still 4km street of TIC, with 77 households haven’t clearance. At a meeting recently, People’s Committee has directed interior agencies handover land at the end of 2014 for Thien Tan. If that problem can be solved on time then TIC will strive to complete the project on August of 2015.
“I don’t know about the others but, the partial undetaken by TIC as the Owner, as well as construction units by loans, then the warranty period will up to 20 years. Therefor, we don’t dare to be careless, or poor quality to hurt ourself and affect our reputation” Mr.Lap said.
About the safety in construction, according to Mr.Lap, the gravel is nearly finished at this time, the different height is insignificant. Mr.Lap directed interior departments compliance with the regulations: Signs, stringing for transport safety.
Everyday, whether it working time or not, there will always have a duty man to regulary monitor to supervise, regulate the traffic safety for people and vehicles, ensure construction won’t affect traffic.
